The JPEG Committee's JPEG 1 overview notes that ISO/IEC 10918 is multi-part and includes several coding modes, while Part 5 specifies JFIF. ITU-T T.81 is the core coding recommendation. These sources justify format-level statements, not software defaults or machine compatibility claims.
